SENATE JOINT RESOLUTION NO. 38 Proposing amendments to                                              
the Constitution of the State of Alaska relating to information                                     
regarding proposed expenditures, was read the second time.                                          
                                                                                                    
Senator Leman moved and asked unanimous consent that the                                            
resolution be considered engrossed, advanced to third reading and                                   
placed on final passage. Senator Ellis objected.                                                    
                                                                                                    
The question being: "Shall the resolution be advanced to third
